Mission: To increase the overall fitness and effectiveness of the entire Army workforce and increase the operational readiness of soldiers. ASAP will support the readiness of individuals and units in the Army and provide deterrence against alcohol and other substance abuse through alcohol and drug testing, prevention, rehabilitation, program evaluation and research. APG ASAP consists of four main areas: biochemical testing program; clinical services; Employee support programs and prevention services.

ASAP Program Authority

Per Army Regulation 600-85 (dated December 28, 2013) and Army Regulation 350-1, Appendix G-3 requires:

  • All military personnel receive a minimum of four (4) hours of substance abuse training per year.
  • All civilian employees receive a minimum of two (2) hours of substance abuse training per year.
  • All supervisors receive one (1) additional hour of substance abuse training per year.
  • The Commander will refer each Soldier to ASAP for evaluation within five (5) days of duty after notification that he or she has received a positive urine test for illegal drug use or has engaged in alcohol-related misconduct.
  • All soldiers are tested for drugs at least once a year.

Biochemical Testing Program

Army policy, instituted in 1971 by the Secretary of Defense and promulgated by Department of Defense Order 1010.01, states that all Soldiers are randomly tested at least once a year and that those employed in Test Designated Positions (TDP) must perform the test 50% of the time. .

The urine biochemical test can detect a variety of drugs including but not limited to: amphetamines, barbiturates, LSD, opiates, cannabis, cocaine, anabolic steroids and alcohol with a high degree of specificity. An active and aggressive biochemical testing program serves as a powerful tool and deterrent to drug abuse.

Effective deterrence requires a screening process that ensures every member of the military believes they can be tested any day of the year. Smart Testing ensures that test dates, times and locations are varied and enforces "every test day".

Clinical Services

ASAP supports the installation of the APG and provides quality, comprehensive substance abuse treatment to support preparedness. ASAP provides outpatient alcohol or substance use disorder treatment services to active duty personnel, active duty personnel, military retirees and the civilian population in APG. Clinical services are provided by licensed clinical social workers who are also certified in addiction. Referrals can be made by themselves, medical providers, civilian supervisors, and/or commanders. Military incidents involving substances/alcohol must be reported to the doctor as soon as possible within five (5) business days. Clinical services for civilians are voluntary and strictly confidential.

Employee Assistance Program

By providing confidential assessment, counseling assistance, and matchmaking services to all Department of the Army civilian employees and their military, retirees and family members, the Employee Assistance Program connects employees to essential civilian services, including:

  • Drug Counselors/Programs
  • Community self-help groups

Training in the prevention service

Training and development opportunities are available to all military, civilian employees, retirees and family members associated with APG.

Training is available in a variety of formats, including:

  • Online training as soon as possible
  • Face to face presentations
  • Community events inside and outside the facilities.
  • awareness campaigns
  • Training to become a supervisor
  • Alcohol and Substance Abuse Prevention Training (ADAPT) (12-hour program)
  • Prevention Unit Head (UPL) certification.

Suicide Prevention Program

Army Regulation 600-63 and Army Regulation 350-1 require the following suicide prevention training:

  • Soldiers and civilians receive annual Ask, Care and Accompany (ACE) training.
  • First-line supervisors receive four hours of ACE-Suicide Intervention (ACE-SI) training. This is a one-time requirement.
  • Gatekeepers receive two-day ASIST (Applied Suicide Intervention Skills) training. This is a one-time requirement.
